What this rate is for
The yearly average suits income received throughout the year. For one-off transactions the rate on the day is the usual choice.
FBAR uses a different rate: the U.S. Treasury rate for the last day of the year. Treasury year-end rate in Rates.
The IRS has no official exchange rate and generally accepts any posted rate used consistently. The IRS page keeps the last five years.
